LIPA/Neptune Activate New Cable Bringing Lower-Cost Energy Directly to Long Island from New Jersey for the First Time
New Neptune Cable Delivers 660 Megawatts to LIPA System, Opens Electric Transmission Corridor from Mid-Atlantic to New England
New Cassel, NY - June 28, 2007 - The Long Island Power Authority (LIPA) and Neptune Regional Transmission System, LLC today announced that the Neptune electric transmission cable between New Jersey and Long Island has completed testing and has been in trial operations under the control of the Long Island Power Authority (LIPA) during this week’s heat wave, providing low cost energy to Long Island just in time for the peak summer season when demand for electricity is highest.
The over $600 million, 65-mile long Neptune Regional Transmission System is an undersea and underground High Voltage Direct Current (HVDC) system that includes a cable that runs from Sayreville, New Jersey to New Cassel in the Town of North Hempstead in Nassau County. It carries 660 megawatts (MW) of energy, which is enough to meet the electricity demands of about 600,000 average-sized homes.
“Long Island enters a new era with the Neptune cable,” said LIPA Chairman Kevin Law. “The Neptune cable provides LIPA with the opportunity to acquire lower-cost energy to meet customer needs while providing more flexibility in selecting the markets from which we acquire that energy. It is a significant win-win for Long Island.”
“I am extremely pleased that the Neptune cable is now providing much needed energy for Long Island at the start of the summer season when demand for electricity is highest,” said LIPA CEO and President Richard M. Kessel. “When we first proposed the idea of an Atlantic cable in early 2003, the critics doubted it could be done. Through the hard work and dedication of a great many people at LIPA, Neptune and KeySpan personnel, and the regulatory entities involved with the review and approval of this project, Long Island will be well served by the Neptune cable for decades to come.”
“The Neptune project is an example of how this type of technology can bring much-needed electric power and transmission infrastructure to densely populated areas in a cost-effective and environmentally friendly way,” said Edward M. Stern, Neptune’s President and Chief Executive Officer. “Many American cities that face growing demand for energy would be well served by implementing projects such as Neptune - and more renewable energy projects would be built to serve such demand,” Stern added.
“In completing the project ahead of schedule and in time for the summer peak load period, we want to acknowledge the extraordinary teamwork and cooperation from LIPA, our principal contractors Siemens and Prysmian as well as from KeySpan, PJM, NYISO, and various Federal, New Jersey and New York State agencies such as the New York Office of Parks and Historic Preservation, Department of Transportation, Department of Environmental Conservation, and Department of Public Services, and from the Towns of North Hempstead and Hempstead, and the Borough of Sayreville, New Jersey.”
In 2004, Neptune was selected as the off-Island component of a diverse portfolio of resources developed under a comprehensive request for proposals (RFP) process in accordance with the procurement requirements of the State of New York. The on-Island component is the Caithness Long Island Energy Center project, a 350 MW combined cycle generating facility currently under construction in Yaphank, Suffolk County, which is expected to be in service by the summer of 2009.
The PJM Interconnection controls the electric generating capacity in all parts of Delaware, Illinois, Indiana, Kentucky, Maryland, Michigan, New Jersey, North Carolina, Ohio, Pennsylvania, Tennessee, Virginia, West Virginia and the District of Columbia. By comparison, the electric generating capacity in the LIPA service area is about 5,000 MW.
PJM’s relatively low cost power sources include hydroelectric, biomass, natural gas, nuclear, coal and wind.
Under LIPA’s 20 year agreement with Neptune, up to 660 MW of electricity will be delivered to a station in Sayreville, New Jersey, where it will be converted from alternating current (AC) to direct current (DC) for efficient transmission to Long Island via the undersea and underground HVDC cable. The cable route travels east 51 miles from the Jersey shore to a point south of Jones Beach on Long Island, then goes north to another station in New Cassel where the electricity will be converted back to AC for use on LIPA’s system. The power is delivered to LIPA’s Newbridge Road substation in Levittown.
To get the power out to LIPA’s grid, the Newbridge Road substation was substantially upgraded, and new underground transmission lines were installed that connect it to the East Garden City substation to the west, and the Ruland Road substation to the east in Melville. Both the East Garden City and Ruland Road substations underwent major upgrades to receive the power and make it deliverable to LIPA’s customers.
The LIPA Board of Trustees approved a firm transmission capacity agreement (FTCPA) for the Neptune project in September 2004. The Office of the State Attorney General and the Office the State Comptroller reviewed the FTCPA and approved it in January 2005. Construction of the Neptune system began in July 2005.
In June 2004, the 330 MW Cross-Sound Cable went into regular commercial service, linking Shoreham, Long Island to New Haven Connecticut. Together, the Neptune and Cross Sound cable systems provide LIPA with direct access to two independent power pools in the PJM and New England markets. They add a combined 990 megawatts of off-Island resources to LIPA’s supply.
LIPA, a non-profit municipal electric utility, owns the retail electric transmission and distribution system on Long Island and provides electric service to more than 1.1 million customers in Nassau and Suffolk counties and the Rockaway Peninsula in Queens. LIPA is the 3rd largest municipal electric utility in the nation in terms of customers served and the 6th largest in terms of electricity delivered. In 2006, LIPA outperformed all other overhead electric utilities in New York State in all three major reliability categories. LIPA does not provide natural gas service or own any on-Island generating assets. More information about LIPA can be found online at www.lipower.org.
Neptune Regional Transmission System, LLC of Fairfield Connecticut, is a developer, owner, and operator of the Neptune HVDC transmission project, responsible for its planning, permitting, financing and construction.
Neptune principals are also currently developing additional undersea and underground transmission systems in the Northeast, utilizing similar technology and encouraging private investment in critical transmission infrastructure to serve densely populated areas in a cost-effective and environmentally sound manner.

- 6,830 Megawatts - a New High - Available to Meet Demand
- Extreme Heat Could Push Peak Demand to 6,000 MWs for First Time
- Normal Summer Peak Demand Could Surpass 5,399 MWs
- Since 2001, LIPA Has Added Nearly 1,860 MWs of New Supply to Help Meet
Ever-Growing Demand
New Cassel, NY - June 28, 2006 - The Long Island Power Authority (LIPA) announced today that the Authority will have a sufficient supply of electricity to meet both the base summer peak demand of about 5,399 megawatts (MW) for the Long Island Control Area (LICA), and an extreme peak demand that could be reached during extreme heat or extended periods of high temperatures and humidity of 5,963 MW.
During periods of extreme heat and humidity, when temperatures reach into the high 90s and above for several days, it’s entirely possible that the extreme peak electric demand on Long Island could exceed the 6,000 MW level for the first time in Long Island’s history.
LIPA will have 6,830 MWs of supply available from both on- and off-island resources for summer 2007. LIPA has added about 1,860 MWs - including the new 660MW Neptune cable - of supply capability since 2001, which is the most for any region in the State.
“We’re entering this year’s summer season in excellent shape with our available energy supply,” said LIPA CEO/President Richard M. Kessel. “We’ve gone from a region teetering on the brink of blackouts just a few
years ago to a region with enough resources to meet an extreme demand with a comfortable margin to spare.
“It’s been an historic undertaking to get the Neptune cable and all of the new energy supply resources on line and infrastructure upgrades successfully completed over the years, and LIPA’s dedicated and hard working employees should be complimented for staying focused on getting the job done to keep Long Island’s lights on,” said Mr. Kessel.
“We can’t rest on our laurels, however,” said Mr. Kessel. “We need to press forward with the Caithness Long Island Energy Center project, which is currently under construction and will provide 350 megawatts of energy to an area that is one of the fastest growing locations on the Island; and we will need to redouble our efforts to get LIPA’s customers to use electricity more efficiently.”
$2.5 Billion in System Improvements
Mr. Kessel noted that by the end of 2006, LIPA invested over $2.5 billion in Transmission and Distribution System capital improvements since 1998. System improvements included projects such as: new substations and substation upgrades; new transmission lines and transmission line upgrades; interconnections with new power supplies
such as the Cross-Sound and Neptune cables and new on-island power supplies; and numerous distribution system upgrades to enhance the reliability of delivering electricity to LIPA’s customers.
10% Increase Summer Peak Demand
LIPA’s all time peak summer demand record of 5,792 MWs was set last year during extreme hot and humid weather conditions on August 3. Last year’s record was 525 MWs, or 10%, higher that 2005’s peak of 5,267 MWs.
In fact, LIPA’s average summer peak demand island-wide has increased by 1,444 MWs, or 33%, since LIPA became Long Island’s non-profit electric utility in 1998, according to Mr. Kessel. In 1998, the first summer that LIPA owned the T&D system, the peak demand was 4,348 MW. LIPA now hits 4,700 to 5,000 megawatts as a matter of routine on normal hot summer days.
LIPA’s resource projection for summer 2007 considers that all on-island generation is operating without limitations, and that all of the tie-lines that carry electric supplies from off-island resources are operating without restrictions.
Air conditioning use is the biggest driver of electricity consumption during periods of high heat and humidity, with as much as 40 percent of the electricity used during heat waves attributed to both commercial and residential air conditioning use, according to LIPA.
LIPA Programs to Help Reduce Demand During Heat Waves
Despite the availability of a sufficient supply of energy, LIPA continues to urge customers to use energy efficiently during peak use periods. For example, when LIPA anticipates an extremely high demand day, three significant demand side management programs can be activated to help reduce electricity consumption.
Each year, LIPA recruits major businesses to participate in its Peak Load Reduction Partnership. Businesses participating in this program agree to reduce electricity use during peak demand hours, which usually occur between 2 PM and 6 PM, when requested.
The LIPAedge program involves nearly 30,000 residential and small businesses customers with central air conditioning (CAC) systems. LIPA installed programmable thermostats on the CAC units that allow LIPA to remotely control the temperature setting and AC compressor. By elevating the temperature of the AC unit, or by turning off the compressor unit for 30 minutes every hour during the peak demand period, island-wide electric demand can be reduced.
LIPA also has a volunteer program called “Watts Going Down,” which recruits both residential and commercial customers who agree to reduce consumption on high demand days by following basic energy conservation measures. Over 20,000 volunteers have been recruited for the program.
Combined, these programs can save about 79 MWs of electricity when activated and can help reduce peak demand.
Public appeals for conservation can also cause people to reduce energy use.
While LIPA has a sufficient supply of electricity to meet this year’s summer demand, everyone is still urged to use electricity wisely and conserve as much as possible during heat waves.
LIPA has a wide range of energy conservation and efficiency programs and helpful tips that can help consumers reduce electric use and lower monthly bills. To find out more about these programs, customers can log on to www.lipower.org, or call LIPA’s Energy Infoline, at 1-800-692-2626.

LIPA Dedicates Installation of 1000th Solar Power System on Long Island
Hicksville, NY-June 26, 2007-The Long Island Power Authority (LIPA) today dedicated the installation of Long Island’s 1,000th solar roof. LIPA’s Solar Pioneer program has rebated over $26 million for 5,781 kilowatts (kWs) of solar panels.
“Solar installations on Long Island have been growing at a steady pace,” said LIPA CEO/President Richard M. Kessel. “The 1,000th solar roof represents an increasing awareness on Long Island that we can take control of our energy future and work toward energy independence by using more alternative energy technologies.”
According to Mr. Kessel, solar pioneer customers across Long Island are reaping the benefits of the clean and renewable energy that the sun provides. LIPA’s recently rebated 1,000th solar roof is located at the Hicksville home of George and Angela Karman. The 9,180 watt PV system is expected to produce 10,384 kilowatt hours (kWhs) annually, which should save the Karman’s approximately $2,100 per year.
The cost of a typical 54-panel PV system ranges from $68,850 to $73,440. LIPA, through its Clean Energy Initiative (CEI) provided a rebate of $34,425, which significantly reduced the out-of-pocket expense for the system. The Karman’s may be able to further reduce the cost of the system via Federal and State tax incentives, which could total $7,000, and by selling excess electricity back to LIPA. In addition to the energy savings provided by the solar installations, George and Angela Karman are helping to preserve Long Island’s environment.
“RELI had a goal to see 1,000 solar roofs installed on Long Island by the end of 2007 and we are thrilled to have reached this important solar milestone six months ahead of schedule,” said Gordian Raacke, Executive Director of Renewable Energy Long Island (RELI), a not-for-profit organization conducting outreach and education on clean energy technologies and providing information and assistance to homeowners interested in installing solar energy systems.
“Thanks to attractive LIPA cash rebates, sizable tax credits, and the work of our tireless SolarCorps volunteers and solar homeowners, a record number of Long Island Solar Pioneers are doing their part to lower emissions, create local jobs and cut our dependency on fossil fuels,” said Mr. Raacke.
“I have a special love for this place and with Long Island’s abundant sunshine, it is the perfect location for using solar energy. As a supporting member of RELI, I am so proud of the fact that we have reached our goal of 1,000 roofs installed by 2007,” said Christie Brinkley. “Using Mother Nature to generate clean power to run our homes and businesses is a gift to future generations. As a mother and an environmentalist I am encouraged and inspired by the direction my fellow Long Islanders are taking. We are finally stepping up to the plate in the battle against global warming by using renewable energy for a brighter future.”
To date, LIPA has rebated the installation of approximately 5,781kWs of solar panels on a combination of 954 residential and 46 commercial roofs. In addition, LIPA has accepted 271 pending PV applications for a total of over $7.2 million in rebates for 1,841 (DC) kWs of additional solar-generated energy.
LIPA’s Solar Pioneer Program is one of many CEI programs that have helped reduce the use of fossil fuels, which in turn has lowered emissions of harmful pollutants. By fostering energy conservation and efficient energy use to reduce the amount of electricity consumed by LIPA customers, more than 2.9 million barrels of oil, or more than 18.4
million decatherms of gas were NOT burned to produce electricity. In turn, approximately 1,153,237 tons of CO2, 1,533 tons of NOx and 5,455 tons of SO2 were NOT released into the air.
LIPA’s CEI, through its various conservation, energy efficiency, and load reduction programs, has produced total energy savings of over 1,800 Gigawatt hours (GWh) during the last seven years, which is enough electricity to power over 180,000 average-sized Long Island homes. CEI programs have also reduced Long Island’s peak demand by 175MW.
To learn more about LIPA’s CEI programs and information that can help customers save on their electricity costs by using electricity more efficiently, visit LIPA’s Web site at http://www.lipower.org.

Holbrook, NY - IDS Menus, a division of International Display Systems, Inc., has recently announced the launch of a new product, the S-Series digital menu system. The uniqueness of the S-Series is that it integrates flat panel LCD displays into its highly popular existing magnetic S-Series menu boards. This assures that a company can purchase one integrated menu system from IDS without the trouble of having to deal with multiple vendors. IDS offers an exclusive three-year hassle-free replacement warranty covering all monitors and computer hardware.
Unlike traditional menu boards, IDS’ digital products allow end-users to modify text for menu items, graphics and video “on the fly”, reducing the time and cost required to update menu items for franchise and restaurant owners. Some advantages of the S-Series’ flexibility include: centralized control of all menu boards, the ability to test promotions and price points, and a multimedia platform for promoting your brand. S-Series display screens are available in 27, 32, 42 and 46-inch sizes.
Bryan Lesseraux, Vice President of Marketing for IDS Menus feels very positive about the hybrid S-Series system’s anticipated success. Bryan says, “There’s a real buzz in the industry about digital menu boards, but also a lot of confusion. We’ve created a user-friendly system that integrates with traditional menu boards, while offering all the advantages that networked digital signage has to offer. Needless to say, we’re extremely excited about the possibilities.” As IDS has done with the S-Series, IDS listens to customer demands and then develops a practical solution to meet those demands and satisfy its customers.
IDS Menus has received certified partner status from Scala, Inc, headquartered near Philadelphia, PA with operations in California, the UK, Norway, The Netherlands, China and Japan. Founded in 1987, Scala provides the award-winning InfoChannel broadcast suite of software to IDS products, which enables easy access for restaurants to modify digital content on the menu boards. Dynamic multimedia presentations, along with support and training to graphic design departments are just some of the advantages of the S-series digital signage.
Scala has further expressed their desire to work with IDS Menus. “We are excited to be partners with IDS Menus. Scala feels that the synergy between our InfoChannel software and IDS’ premier S-series digital menu board system is exceptional,” stated Scala Chief Executive Officer, Gerard Bucas. “We have provided IDS with a software solution that is cutting-edge technology and will assist many restaurant owners in becoming more profitable. Teaming up with IDS has helped Scala delve into the foodservice industry and give our products further exposure. This partnership is one that is fruitful for both companies and will continue to prosper into the future. We look forward to working closely with IDS Menus.”
