Long Island Power Authority (LIPA) Proposes 2008 Operating Budget
* Millions of Dollars Cut from Last Year’s Budget
* Fuel & Purchased Power Supply Costs Projected To Reach $2.1 Billion as Oil Approaches $100 per Barrel
Uniondale, NY- November 20, 2007-The Long Island Power Authority (LIPA) today released its proposed 2008 Operating Budget anticipating revenues of $3.7 billion. The cost of the fuels used to generate electricity and the electricity that LIPA buys from suppliers, remain its largest single expenditure totaling 55% of the entire operating budget - and are projected to increase by 10% next year to more than $2 billion. Fuel and
purchased power costs have risen as a percentage of LIPA’s operating expense from 31% in 1999 to 55% for the proposed 2008 budget.
Despite the dramatic increases anticipated in the cost of fuel and purchased power, LIPA officials have employed a “smart management” approach in its budgeting practice in an effort to reduce operating expenditures for 2008 to help mitigate the impacts of the sharp increases in the Authority’s non-discretionary costs.
The net result is a modest increase in the Power Supply Charge back to the rate that was in effect at the beginning of 2007, which will add 2% or approximately $3 to the typical residential customer’s monthly bill - less than the current price of one gallon of gasoline or home heating oil.
“This is an extremely tight budget,” said LIPA’s President and CEO Kevin S. Law. “We cut back in a number of ways, both large and small, to minimize the need to increase the Power Supply Charge despite the historic increases that are projected for the cost of fuel needed to produce electricity for LIPA’s customers.”
Mr. Law noted that 55% of LIPA’s budget goes for oil, gas and purchased power costs. Another 17% is spent to cover operating and maintenance costs; 16% for debt related costs; 11% on taxes and Payments in Lieu of Taxes (PILOTS), and, contrary to public perception, less than 1% for salaries and benefits for LIPA’s employees and its professional services and general expenses.
With more than 95% of the Authority’s nearly $4 billion budget comprised of non-discretionary expenses, Law applied the scalpel to the discretionary portion of its spending plan and as a result, cut more than $8 million in spending.
Innovations and smart management initiatives proposed by Law include:
* Cut over $5 million in outside legal and consulting firms
* Proposed end to incentive compensation for LIPA employees
* Abolished three upper management positions
* Eliminated outside lobbying firms formerly retained by LIPA
* Eliminated charitable contributions made by LIPA
* Reduced sponsorships, advertising, travel and conferences
* Hired new employees at lesser salaries than their predecessors’
* Cutting expenses deemed not central to LIPA’s core mission; and
* Kept overall operating expenses to 2.9% increase, which is below the change in the Consumer Price Index (CPI)
“These types of changes will not in and of themselves result in substantial rate relief to our customers,” Law said, “but they are illustrative of the fact that we are working hard to eliminate waste and to run the tightest, leanest ship we can without impacting the reliability of our service. We recognize in these times of historic fuel and energy-related prices that we must do everything we can to minimize any required increase in our customers’ bills; and I intend to treat the ratepayers’ money as if it were my own.”
Law also reminded customers that the most effective way to keep electric bills down is to conserve as much energy as possible in homes and businesses by replacing old light bulbs with new Compact Fluorescent Light bulbs and using energy efficient appliances. OTHER OPERATING BUDGET HIGHLIGHTS PROPOSED BY LAW
* Funded $2.6 million in “Green Premium” related to LIPA’s implementation of the Renewable Portfolio Standards Program
* Proposed 11% increase in funding for LIPA Energy Efficient Programs
* Included 34% increase in funding for Photovoltaic Program (Solar Pioneer)
* Proposed 22% increase in funding to Low-income Conservation Program for income-eligible ratepayers
* Created several new key management positions while still slightly reducing LIPA’s overall workforce. Positions include:
* Vice President of Environmental Affairs to take LIPA in a new direction ensuring a green energy future for Long Island
* Director of Regulatory Rates to serve as point person for PSC or other regulatory agency review of LIPA rates
* Compliance Officer to ensure that LIPA conducts its business in conformity with all applicable statutes, regulations, and agreements.
“I intend to make LIPA a leader among public utilities in protecting our environment and in pursuing energy efficiency, conservation and renewable power,” Law said.

Public comment sessions on the Operating Budget will be held on December 4th at 10:30AM and 7:30 PM in the second floor Assembly Center at LIPA’s Office at the Omni Building in Uniondale, which is located at 333 Earle Ovington Blvd.
Comments on the budget may also be submitted by e-mail via LIPA’s Web site.
It is anticipated that the LIPA Board of Trustees will consider the adoption of the proposed budget at its December 13, 2007 meeting, which will be held in Uniondale starting at 11AM.

By 1960 they had evolved into “the Earls.” Drummer and 2nd tenor, Bobby Tribiuzio has been with Larry since 1963. The current lineup includes George Tuzzeo, keyboards, Bobby Coleman, bass player and vocals, Chuck Mearizo, guitar and vocals.

The Long Island Power Authority Helps Long Island Light Up the Holidays Efficiently
Uniondale, NY-November 15, 2007-Along with the joy holiday lights bring to the season, they can also bring added costs to your energy bill when used in abundance. This year save energy and money by purchasing energy-efficient Light Emitting Diodes (LEDs) lighting strands to decorate your home or business.
The Long Island Power Authority (LIPA) is providing a $2 rebate to customers who purchase LEDs for their holiday decorations. (The rebate program runs through December 31st, 2007.)
“Long Island homes can be festive while saving energy, if LED lights are used”, said Kevin S. Law LIPA President and CEO. “At a time when energy consumption and global warming have become a priority in the public’s eye, using LED lights is an easy solution that is good for us and our environment. LIPA would like to encourage the move to these highly efficient lights by offering a rebate for the purchase of LED lights this holiday season.”
LIPA’s rebate program is part of LIPA’s Clean Energy Initiative (CEI), which is a 10-year, $355-million commitment to promote clean, renewable electric generation technologies, energy conservation and efficiency.
LED holiday lights use significantly less electricity than traditional incandescent bulbs. For example, the energy cost of lighting 600 LED bulbs five hours per day for 30 days is approximately 56 cents. By comparison, the same number of incandescent bulbs utilized over the same period of time would use almost $23 of electricity.
LED holiday lights are available in a wide range of styles and colors and can be purchased in strings from 50 to 250 bulbs. LED’s are simply tiny light bulbs that fit easily into an electric circuit. Unlike ordinary incandescent bulbs, they do not have a filament that will burn out, and they do not get hot. They are illuminated solely by the movement of electrons in a semiconductor material. LED’s are also easy to use. Up to 25 strings of LED lights can be strung together without overloading the typical household circuit.
In addition, LED lighting will save energy for years to come. LED’s can last between 50,000 and 100,000 hours, whereas conventional incandescent light bulbs have a lifespan of around 1,500 hours.
Keep The Holidays Safe By Following These Safety Tips When Planning Holiday Lighting:
* Before stringing outdoor lights, check for overhead power lines. Don’t place yourself or any object in a position where you or it may come in contact with a power line - the result can be fatal.
* Make sure lights used to decorate the outside of the house are approved for outdoor use. Never use indoor lights outdoors.
* If stringing lights on outdoor trees, make sure tree limbs haven’t grown into or near power lines. Branches or entire trees can become energized if they contact a power line.
* Check all light strands for cracked or broken plugs, frayed insulation, or bare wires. Worn cords can cause fires. Discard damaged sets of lights.
* Route cords inside your home so they won’t trip anyone. Don’t place them under rugs, furniture, or other appliances. If covered, cords can overheat or become frayed and can cause a fire.
* Use no more than three sets of lights on a single extension cord, to prevent overheating.
* Turn Christmas lights off during the day or when you are away or when you are asleep. Timers are a simple way to do this and also are a safety measure since lights can cause fires if not used properly. For safety’s sake: Always unplug your lights before going to bed or leaving home.
* Protect little fingers: Make sure there’s a bulb in each socket. If a bulb is burned out, leave it in until you have a replacement.
* To prevent electrical shock, never use electric decorations on artificial trees with metallic needles, leaves, or branches. Instead, place colored spotlights above or beside the tree-never attached to it. Make sure artificial trees are flame retardant.
* Take the lights down after the holidays! No need to light up the night until spring!
* Use timers to limit holiday light displays to no more than six evening hours per day to curb energy use and costs, and to avoid having to remember to turn them on and off every day. Leaving lights on 24-hours a day will quadruple your energy costs - and create four times the pollution.
* Think about pet safety too. Keep lights and extension cords away from pets.

Brings 25 Years Environmental/Energy Experience to
Uniondale, NY - November 14, 2007 - Long Island Power Authority (LIPA) President and CEO Kevin S. Law announced today that Michael J. Deering has been appointed to the newly created post of Vice President for Environmental Affairs.
Mr. Deering brings 25 years of environmental and energy experience to the position having served most recently as VP, Government Affairs for the Long Island Association. Prior to that he served as Commissioner of Suffolk County’s Department of Environment and Energy; Chief of Staff to State Comptroller Thomas DiNapoli when Mr. DiNapoli served in the State Assembly and chaired a number of legislative committees with environmental responsibilities; and Executive Director of Friends of the Bay.
“Mike Deering has solid environmental and energy credentials and will bring a wealth of practical, hands-on knowledge and experience to LIPA as its new Vice President for Environmental Affairs,” said Mr. Law. “He’s very professional and level headed, and will be a driving force in helping to achieve a number of vital environmental goals for LIPA.”
At the LIA, Mr. Deering was responsible for all of the business group’s governmental and community activities, which included evaluating and setting the agenda on a wide range of economic, environmental and energy issues.
During his service with Suffolk County, Mr. Deering oversaw a department with a staff of 66 and a $5 million budget. Before heading up the Environment and Energy Department, he served as Director of Environmental Affairs for Suffolk and was responsible for overseeing the County’s open space and farmland preservation efforts.
While on Mr. DiNapoli’s Assembly staff, Mr. Deering directed the activities of the Legislative Water Commission, which included drafting and negotiating important legislative initiatives to preserve Long Island’s ground water supply.
“The next set of challenges for LIPA will be the finalization of a far reaching energy efficiency initiative to help meet Governor Spitzer’s 15 by 15 goal, establishing a workable repowering strategy, and implementing a comprehensive plan to acquire new renewable energy resources to meet the state’s goal of 25% of our supply being renewable by the year 2013,” said Mr. Law. “Mike Deering will be instrumental in keeping LIPA focused and working towards these important environmental objectives.”
Mr. Deering holds an M.A. in Government and Politics from St. John’s University and a B.A. from C.W. Post College in Political Science and Criminal Justice.
Mr. Deering resides in Smithtown with his wife and two sons.

Expanded Holiday Market Opens at East End Arts Council
Riverhead, NY (November 13, 2007)—The EEAC is excited to present not one, but two Holiday Markets this year—our traditional juried Holiday Market in the EEAC gallery, and a special Holiday Market PLUS.
Holiday Market PLUS opens Friday, November 16th, from 5-8 pm, and will run everyday through December 23rd. This expanded Holiday Market takes place in the building that formerly housed Crave Computers at 121 E. Main Street in Riverhead, and includes beautiful handcrafted items from all over Long Island. The hours are as follows: M-F, 10-6; Sat., 10-4; and Sun., 12-4. In addition to the abundance of gift items, there will be live music presentations, craft demonstrations, artist demonstrations, storytelling for kids, a visit from Santa, and more. LIPA’s Electric System Reliability Continues to Lead New York State for Overhead Systems
Uniondale, NY-November 12, 2007-The Long Island Power Authority (LIPA) is pleased to announce that LIPA leads New York State in key reliability indices for overhead electric transmission and distribution systems. LIPA continues to lead other New York electric utilities, with overhead systems, with the shortest customer average interruption duration index (CAIDI). In September, 2007, the average service restoration time for LIPA customers who experienced a service interruption was 71 minutes, which is significantly superior to the rest of the state which averaged 129 minutes. LIPA has been the state leader in this category for the last ten years.
“Since LIPA took over Long Island’s electric system in 1998, about $2.5 billion has been invested in the infrastructure which, in part, reflects the superior performance during last weekend’s storm,” said President and CEO Kevin S. Law. “We had fewer outages and a quicker recovery from Noel-related service interruptions caused by high wind gusts and sustained winds on the East End. Though service interruptions are unavoidable, LIPA is working hard to keep them to an absolute minimum and to restore them as quickly as possible when they do occur.”
The reliability of the LIPA transmission and distribution system (T&D) performed at an outstanding level. The frequency of electric service interruptions (SAIFI) was 14.1 months between interruptions on average. This is well ahead of the other New York state electric utilities with overhead systems, which average 11.0 months between interruptions.
LIPA also demonstrated continual reliability in annual power outage time at 60 minutes per customer. Once again LIPA surpassed other New York State overhead utilities which averaged 143 minutes per customer.
“LIPA will continue to lead New York State in reliability, through a dynamic maintenance program, ongoing investments and circuit improvement programs, a vigorous forestry program and employees who are committed to excellence,” said Mr. Law.

The all-electric car will be used to transport volunteer workers at the park and is expected to save the park money, as all-electric vehicles generally cost about one-tenth as much to drive and maintain as typical gas-powered vehicles. Flushing Meadows Corona Park is home to the Queens Museum of Art, the New York Hall of Science, Shea Stadium and the Queens Wildlife Center.
Estelle Cooper, Assistant Commissioner Queens Park/Flushing Meadows Corona Park Administrator, will accept the all-electric vehicle on behalf of the park; Bruce Bendell, President of Major World automotive and the exclusive distributor for Miles Electric Vehicles in the five boroughs of New York, will also take part in the ceremony.

The 1,255-acre park is Queens’ largest, and the site of two world’s fairs. The Unisphere stainless steel globe stands 140 feet and was presented to the 1964 World’s Fair by United States Steel. As the centerpiece of the park, it is Queens’ most recognizable symbol.
According to Boyd, Miles Electric Vehicles is introducing municipalities, universities and other organizations looking to cut emissions and costs to MILES’ lineup of low- speed all-electric vehicles, including the ZX40 and ZX40S hatchbacks and the just released ZX40ST work truck.
Concerned about growing environmental problems linked to micro-carbon emissions, Miles Rubin founded Miles Electric Vehicles in early 2004. He has served as chief executive of a number of public and private industrial corporations. During the 1970s, along with Paul Newman and others, he helped to create Energy Action, an advocacy group dedicated to American energy independence, and he continues to be active in organizations working for energy conservation.
Rubin is also member of the Advisory Board of the Peggy Guggenheim Collection, Italy, as well as a presidential appointee to the Board of Trustees of the Kennedy Center for Performing Arts.

Carl Liebert III, CEO of 24 Hour Fitness Joins The V Foundation Board of Directors
(Cary, NC) The V Foundation for Cancer Research, one of the nation’s leading cancer research fundraising organizations, is proud to announce that Carl Liebert III, CEO of 24 Hour Fitness Worldwide, has accepted a position as a member of their Board of Directors. This addition was made at The Foundation’s August Board of Directors meeting. As a V Board member Carl will help set policy to enhance fundraising opportunities, cancer awareness and linkages to The V Foundation.
