(Long Island, NY)  Type 2 Diabetes affects millions and can be prevented.  Your community hospital is hosting a program to help you make simple lifestyle changes that can have a dramatic affect and reduce your risk.  The Eastern Long Island Hospital Diabetes Prevention Program begins Wednesday, November 6, 2013 from 5 pm to 6 pm at the Southold Free Library Community Room and continues for 16 weeks.

Prediabetes is a serious health condition that increases the risk of developing type 2 diabetes, heart disease, and stroke.  Approximately 79 million Americans, 35% of adults aged 20 years and older, have prediabetes.  Half of all Americans aged 65 years and older have prediabetes.  Without lifestyle changes to improve their health, 15% to 30% of people with prediabetes will develop type 2 diabetes within 5 years. The Pre-Diabetes Program is for those to who do not currently have a diabetic diagnosis, but are at risk for type 2 diabetes.

Is there diabetes in your family?  Are you at risk?  A conversation with your phyiscian and some basic blood work can help determine if you are trending towards type 2 diabetes.  Adults between the age of 45-65 are generally at higher risk for type 2 diabetes and may have other risk factors. During the course of 16 weeks, you are part of a group that meets with a trained lifestyle coach. Meeting once a week for one hour, you learn how to  improve food choices, increase physical activity and gain coping skills to help you maintain your ideal weight and a healthy lifestyle.  Modest behavior changes such as increasing physical activitiy or making food modifications can help you work towards the program goal of  a 5-7% reduction in body weight.

Once the 16 week program is complete, the group meets once a month for six months.  The follow up program is designed to keep eveyone on track and to ensure they are making the best use of all the tools the program taught them.

Four-Day Program Hits the Streets with Leading Comic Book Publishers – BOOM! Studios, Dark Horse Comics, Image, and Valiant 

(New York ,NY)  On Saturday, October 5, Chevy and ReedPOP will launch the “New York Comic Con King of the Road” challenge to kick-off the beginning of this year’s New York Comic Con – one of the world’s preeminent pop culture extravaganzas. The challenge will customize four Chevy Sonics with image wraps showcasing iconic characters and images from some of the comic book industry’s top publishers – BOOM! Studios, Dark Horse Comics, Image and Valiant.

The exclusive New York Comic Con cars will travel the Tri-State area on a scavenger hunt pitting the publishers against one another for the chance to be crowned the ultimate ‘New York Comic Con King of the Road’. Throughout the challenge, each car will make scheduled stops at  comic book retailers and other locations with every move documented through social media channels and on the Chevy and New York Comic Con websites. It will culminate with an event on Tuesday, October 8th in Manhattan.

Alliance for Quality Education Files Brief in Suit Challenging Law That Limits Communities’ Ability to Raise Adequate Resources for Schools

(Long Island, NY) The Alliance for Quality Education (AQE), with the assistance of the Campaign for Fiscal Equity (CFE), recently filed an amicus (friend of the court) brief in a case challenging the New York law that restricts districts statewide from raising adequate revenue for their schools. The case was filed by the New York State United Teachers and other plaintiffs against the State of New York.

In 2011, New York passed a law limiting local property tax increases to support schools to just 2%. This limitation compounds the harm caused by the State’s ongoing failure to adequately fund its Foundation Aid Formula, enacted in 2007 in response to the landmark court ruling in C.F.E. v. State.  Instead, the State has shortchanged New York schools by over $7 billion in school aid. Districts across the state have lost thousands of teachers and are being forced to eliminate other basic educational necessities, such as extra help for at-risk children, science courses, Advanced Placement classes, sports, music, art and more. School districts all over New York are facing insolvency.

“At the same time that school aid has been cut, the 2% restriction prevents school districts from raising their own aid through their tax base in order to mitigate some of the damage of state aid cuts,” said Wendy Lecker, Senior Attorney at the Campaign for Fiscal Equity, a project of Education Law Center, and co-counsel on the amicus brief. “The cap has the most damaging impact in New York’s neediest districts, where state funding cuts have run deepest.”

Low-wealth school districts also suffer disproportionately from the 2% cap, because a 2% tax increase in these communities raises far less for schools than the same increase in wealthier districts with high property values.

“We are filing an amicus brief because over the last four years the state has neglected its obligation to fund schools adequately and shifted the burden onto the community,” said Billy Easton, AQE Executive Director. “At the same time, the state limited the amount of aid that communities could raise, leaving school districts with no other option but to cut their programs and staff down to the bare bones.”

“The cap locks in place educational inequities between rich and poor school districts. High need districts have been ringing the educational insolvency alarm for the past two years, and since the state has not taken action, it is up to the courts to right the wrong that is happening in New York’s education system today,” said Easton.

“AQE’s brief argues that the tax cap creates an insurmountable barrier for many districts trying to pay for basic educational tools and services that New York’s highest court, in their C.F.E. decision, recognized as being essential to give every child a ‘meaningful high school education,’” said Molly Hunter, Director of Education Justice at the Education Law Center and also co-counsel on the brief. “This barrier amounts to a violation of the constitutional rights of New York’s schoolchildren.”

Mastics/Shirley Report Complete, RFP for Design Next

(Long Island, NY)  Suffolk County’s sewer consultants have completed a comprehensive sewer study for the Mastic-Shirley peninsula. The County chose the communities of Mastic, Shirley and Mastic Beach as critical areas to be sewered, and commenced a County-wide study to determine if sewering this area is feasible. Stakeholder meetings were held in 2012, and a final meeting has been scheduled to unveil the completed study. All property owners are encouraged to attend. The topics to be discussed include treatment plant location, district boundaries, low-pressure and gravity systems, the benefits of sewers and the timeline for design and construction.

Why: For decades the residents of the Tri-hamlet community have been calling for the construction of a sewer district to help protect the Forge River and Great South Bay, as well as to improve downtown corridors in need of revitalization. The dream of constructing sewers has never been closer to reality, and Legislator Browning has scheduled a final public hearing before advertising a request for proposal (RFP) to hire an engineering firm to complete the design of the district. County and State funds have been secured by Legislator Kate Browning and Senator Lee Zeldin to cover the costs of design, and once complete the project will be shovel ready. Eventually property owners will vote on whether to create the district or not.

The program is funded by the US Department of Veteran Affairs and provides supportive services grants to private non-profit organizations and consumer cooperatives who will coordinate or provide supportive services to very low-income veteran families who are residing in permanent housing, are homeless and scheduled to become residents of permanent housing within a specified time period, or after exiting permanent housing, are seeking other housing that is responsive to such very low-income veteran family’s needs and preferences.

• Daily living services;
• Personal financial planning services;

• Fiduciary and payee services;
• Legal services;
• Child care services;
• Housing counseling services.

Adrian Fassett, CEO of the Economic Opportunity Council (EOC) of Suffolk, stated, “We are pleased to have been chosen as a contract agency with the US Department of Veterans Affairs to administer the SSVF program here in Suffolk County.  The collaborating partners with the Suffolk County EOC represent a wide array of services and referral opportunities for our Veterans.”

As part of the SSVF program, the participating collaborators with EOC include:

• Suffolk County District Court-Providing referrals to veterans who come through the court system to ensure access to all resources available to the veteran population;
• Suffolk County United Veterans (SCUV)-Providing veteran peer support and peer outreach;
• Touro College Jacob D. Fuchberg Law Center-Providing legal services to low-income veterans;
• New York State Department of Labor-Providing employment counseling and training;

• Suffolk County Veterans Service Agency-Providing assistance with benefit claims in the their main office and recently created satellite offices;
• Long Island Coalition for the Homeless, Inc.-Providing housing assistance.

Deadline Nears to Claim Losses From Superstorm

(Mineola, Long Island, NY) Last year, Superstorm Sandy landed on  Long Island, serving its devastating blow to the residents of Nassau County. Within weeks of the storm, NCBA volunteer attorneys set up legal clinics to assist residents with issues such as filing claims for insurance and for FEMA grants, dealing with contractors, and debt deferral. All used the successful award-winning model of the NCBA’s Mortgage Foreclosure Legal Consultation Clinics, which provide legal, government and agency resources in one room. On Monday, October 21, NCBA  –  along with the Long Beach Lawyers Association –  will again bring volunteer attorneys to Long Beach to meet one-on-one to answer residents’ concerns from 4 – 6 p.m. at Long Beach City Hall, 1 West Chester Street, Long Beach.

Mancuso also reminded residents they only have one year from the anniversary of Sandy to file for loss with insurance carriers, and that all documents should be mailed no later than October 26 to meet the deadline. “The Bar Association is dedicated to continuing to assist those harmed by Sandy for as long as there is need,” he commented.

At the Long Beach clinic on Monday, October 21, attorneys will be able to help residents with:

• Homeowner, flood, property damage and automobile insurance claims
• FEMA assistance and grants
• Landlord-Tenant issues
• Debt deferral
• Bankruptcy
• Consumer Protection issues (contractors, etc.)
• Assistance in dealing with lenders to avoid foreclosure

Residents are encouraged to bring any significant documents, leases, insurance agreements or paperwork.  No reservations are required; walk-ins are welcome.

Since the storm, NCBA attorneys have assisted more than 900 residents at 21 Sandy Recovery clinics held in Mineola, Long Beach, East Rockaway, Freeport, Island Park and Bellmore.  As more people devastated from Sandy started facing foreclosure issues, the Sandy Recovery clinics were combined with the free monthly Mortgage Foreclosure Legal Consultation Clinics, and are being offered twice a month at the Bar’s headquarters in Mineola.

This program is funded through grants received from the NYS Attorney General Homeownership Protection Program and the New York Bar Foundation.
