Judge Pardes graduated from CUNY Law School in 1986 and returned to the law school in 1998 as an adjunct professor to teach advanced family law. A former psychotherapist, she had a private practice in matrimonial and family law for 15 years.

Judge Pardes served as Treasurer of the New York State District Court Judges Association and is a past president of the Nassau County District Court Judges Association. She served as a member of the Board of Directors of the Nassau County Bar Association. As an active member of the Nassau County Women’s Bar Association since 1986, she served as president from 1992 to 1993.  She was a member of the Board of Directors of the Women’s Bar Association of the State of New York from 1993 to 1998, and she received their Marilyn Menge Award in 2003.     

As a resident of the Herricks community in the Town of North Hempstead for more than 30 years, Judge Pardes has held many leadership positions.  She served on the Herricks School Board from 1979 to 1985 and as president from 1981 to 1983.  She was one of the founders of the Herricks Youth Council. In 1994 she was appointed to the town’s Board of Zoning and Appeals and was vice-chairperson from 1997 to 2002.  Her name was entered in the Town of North Hempstead’s Women’s Roll of Honor in 1999.

StartPage and Ixquick Deploy Newest Encryption Standards against Mass Surveillance

(NEW YORK) In the wake of the US PRISM Internet surveillance scandal, companies are revisiting how they do business online and beefing up their privacy practices to protect their users.

Private search engines StartPage and Ixquick  have pioneered a new advance in encryption security this week, becoming the first search engines in the world to enable “Perfect Forward Secrecy” or PFS in combination with a more secure version of SSL encryption known as TLS 1.1. and 1.2 , which works by setting up a secure “tunnel” through which users’ search traffic cannot be intercepted.

This is the latest in a series of security firsts by StartPage and Ixquick, which pioneered the field of private search in 2006. Combined, StartPage/Ixquick is the largest private search engine, serving well over 4 million searches daily.

Harvard-trained privacy expert Dr. Katherine Albrecht, who helped develop StartPage, says, “We take encryption very seriously, and we’ve always led the way when it comes to security. We were first to adopt default SSL encryption in 2011, and now we’re setting the standard for encryption in the post-PRISM world.”

SSL encryption has been proven to be an effective tool for protecting sensitive online traffic from eavesdropping and surveillance. However, security researchers now worry that SSL encryption may not provide adequate protection if Government agencies are scooping up large amounts of encrypted traffic and storing it for later decryption.

With SSL alone, if a target website’s “private key” can be obtained once in the future – perhaps through court order, social engineering, attack against the website, or cryptanalysis – that same key can then be used to unlock all other historical traffic of the affected website. For larger Internet services, that could expose the private data of millions of people.

StartPage and Ixquick have now deployed a defense against this known as “Perfect Forward Secrecy,” or PFS.

PFS uses a different “per-session” key for each data transfer, so even if a site’s private SSL key is compromised, data that was previously transmitted is still safe. Those who want to decrypt large quantities of data sent using PFS face the daunting task of individually decrypting each separate file, as opposed to obtaining a single key to unlock them all.

This can be likened to replacing the master “skeleton key” that unlocks every room in a building with a tight security system that puts a new lock on each door and then creates a unique key for each lock.

In addition to its pioneering use of PFS, earlier this month StartPage and Ixquick deployed Transport Layer Security, or TLS, encryption versions TLS 1.1 and 1.2 on all of its servers. TLS is an upgraded form of SSL encryption, which sets up a secure “tunnel” that protects users’ search information.

Event Marks 10th Anniversary of Protecting Workers and Challenges New Yorkers to Protect Kids

(Farmingdale, NY) New Yorkers gathered at events around the state today to celebrate the 10th Anniversary of New York State’s expanded Clean Indoor Air Act, the historic legislation that protects workers from secondhand smoke and helps reduce smoking rates. Senator Charles Fuschillo, who authored the law, joined the Tobacco Action Coalition and American Lung Association in celebrating this public health success at Spartan Towers Diner in Farmingdale.

The state law, which went into effect on July 24, 2003, banned smoking in almost all workplaces including bars, restaurants, bowling facilities, bingo halls and company vehicles protecting millions of New Yorkers from daily exposure to deadly secondhand smoke and the illnesses it causes. New York was the second state to pass a comprehensive clean indoor air law after Delaware. There are now 35 states with similar laws.

“New York State’s expanded Clean Indoor Air Act was enacted to save lives and protect individuals from the dangers of secondhand smoke. As we have seen over the last 10 years, the law is working. Public health has improved, public support for the law continues to be strong, and New Yorkers are safer from the harmful effects of secondhand-smoke,” said Senator Fuschillo.

This law was a major victory for those working in the hospitality industry who were sometimes faced with deciding between a paycheck and their health. Secondhand smoke exposure has been reduced improving public health while the hospitality industry has flourished.

“I support the law, it has been better for my employees’ health and protects all our patrons from having to breathe secondhand smoke while enjoying their meal,” said Manny Arholekas, one of the owners of Spartan Towers Diner.

The NYSDOH Bureau of Tobacco Control released a report highlighting data on compliance, support, and the health impacts. Compliance rates are 100% for restaurants and 99.4% for bars. Public support is strong and has grown significantly among smokers and non-smokers. Rates of hospitalizations for heart attacks decreased by 15% in the first 3½ years after the law took effect resulting in lives saved and millions of healthcare cost savings. Despite the success of this law and the countless lives that have been saved, smoking remains the leading cause of preventable death and kills more than 25,000 New Yorkers every year. In addition, the U.S. Surgeon General characterizes youth smoking as a pediatric epidemic and states that the evidence is clear that tobacco marketing causes youth to start smoking, and most start before they reach the age of 18.

“I look at the children here today and am struck by the fact that they have never seen smoking in a restaurant, bowling alley or taxi,” said Susan Kennedy, Director of the Tobacco Action Coalition of Long Island. “This social norm change has contributed to reduced smoking rates among teenagers but we need to do more. Protecting youth from seeing tobacco marketing in stores should be a top priority.”

Attorney General Announces $50,000 Settlement With Major Hudson Valley Gasoline Wholesaler And Retaile; A.G. Also Obtains Default Judgment Against Another Station And Settlements With Five Others; Bringing Total Penalties And Costs To $287,618 From 42 Stations; Schneiderman: We Will Continue To Protect New Yorkers Against Price Gouging

(NEW YORK) As part of his ongoing probe of high gasoline prices in the wake of Hurricane Sandy, Attorney General Eric T. Schneiderman today announced that he has reached a settlement with a major gasoline wholesaler and retailer that supplies and operates stations in the lower and mid-Hudson Valley. CPD Energy Corp. (“CPD”), based in New Paltz, has agreed to pay $50,000 in penalties for charging unconscionably excessive prices at six stations that it owns in Westchester, Putnam and Ulster counties. The CPD settlement represents the largest penalty paid by a single operator for price gouging on gasoline after Hurricane Sandy.

“As thousands of New Yorkers sat in line for hours waiting to buy gasoline during the state of emergency created by Hurricane Sandy, some crooked station owners increased their retail prices by excessive and illegal amounts,” Attorney General Schneiderman said. “Today, we are continuing to send the message that ripping off the public during a time of crisis is against the law, and that those who engage in illegal price gouging will be held accountable.”

Attorney General Schneiderman also obtained a default judgment of $23,733 against another operator, Mena Inter Inc., doing business as a USA Petroleum gas station in Farmingdale. The judgment includes disgorgement of excess profits, civil penalties, and costs to the state, and represents the largest penalty assessed for gouging at a single station. The order was entered by the Honorable Norman Janowitz in State Supreme Court in Nassau County.

The Attorney General also reached monetary settlements with five additional station owners — two in Westchester, one in Rockland and two in Nassau — for violations of the New York State Price Gouging statute. These actions come on the heels of 30 previous settlements announced earlier this year, and bring the total penalties and costs paid to $287,618 by 42 gas stations found to have engaged in price gouging. The Attorney General sued two other gas stations in May. Those lawsuits are pending. Investigations of several other gas stations are ongoing.

In the days after the storm, areas of New York saw some of the largest jumps in gas prices in state history. The price jumps resulted in hundreds of complaints received by Attorney General Schneiderman’s office and showed that prices were changing at the pump, not only overnight but several times a day.

New York State’s Price Gouging Law (General Business Law § 396-r) prohibits merchants from taking unfair advantage of consumers by selling goods or services for an “unconscionably excessive price” during natural disasters. The price gouging law covers New York State vendors, retailers and suppliers. The law specifically says that a price may be considered excessive if there is a “gross disparity” between the prices charged immediately before and after the emergency and the disparity is not attributable to higher costs imposed upon the seller.

The price increases charged by CPD following Sandy at these six gas stations greatly exceeded CPD’s additional costs. Because Hurricane Sandy knocked power out to the area’s gas refineries, the regular supply terminal from which CPD purchased gasoline had either a limited supply available or none at all during the State of Emergency period. As a result, CPD bought gasoline from more distant terminals including Syracuse (Van Buren), Springfield, MA, Revere, MA, East Providence, RI and New Haven, CT, and incurred additional costs of approximately 16 cents per gallon to transport this gasoline to its stations. However, CPD’s price increases at the six stations—which ranged from 42 cents per gallon to as much as 70 cents per gallon—greatly exceeded the additional transportation costs.

County Executive Edward P. Mangano and Police Commissioner Thomas V. Dale Warn of Auto Accident/Hostage Telephone Scam

(Long Island, NY) Yesterday, July 22, 2013, the Nassau County Police Department received several reports of a telephone scam threatening family members and asking for money. In all instances a male caller states that a family member was involved in an auto accident and insists the victim needs to send money (usually through Western Union) to save or help the family member. A threat of serious physical injury against the person being held was made if the money was not sent.

This information is being provided to residents to make them aware of this ongoing telephone scam and urging them to report any similar incidents to the Nassau County Police Department.

If you believe you may have been a victim of this scam, please call 911 immediately. Do not send money if a caller requires that you send money “right now!” Never wire money to someone you don’t know well; once your money has been paid at the other end, you will not get it back.

At the Rockland facility, a “Have Fun and Get Fit” program for overweight and/or physically inactive youngsters that registered 25 participants for its first session has been enormously successful, motivating the kids to exercise and establish overall healthier eating and activity habits. Explains Caplan, “we developed an 8-week program that incorporates structured exercise, nutritional counseling and group play and competition. The parents and kids both love the program. The moms say that it’s so much fun the kids don’t think of it as exercise!”

The unique complex has private party rooms for birthdays and corporate team building, a snack bar, a Wi-fi lounge with several large HDTVs and closed circuit monitoring of the athletic courts. There is also a separate Bounce! Jr. Zone where kids ages 6 and under can bounce on their own trampolines, jump into separate foam pits or play on a giant inflatable obstacles courses. Open Rehearsal with Maestro Perlman: Thursday, August 1

(RIVERHEAD, NY) East End Arts is thrilled to announce that over 50 string students from across Long Island ages 8 through 18 studying violin, viola, cello, and double bass are rehearsing throughout the month of July in preparation for an Open Rehearsal opportunity to work under the baton of internationally acclaimed violin virtuoso and conductor Maestro Itzhak Perlman on August 1 at Southold High School.

East End Arts Education Director Steve Watson and faculty members, along with EEA School alumni, worked with students at the first rehearsal of the 2013 East End Arts Student Orchestra on Monday, July 15, held in the East End Arts Carriage House in Riverhead to prepare for the second year of this collaborative project with the Perlman Music Program.

East End Arts’ Education Director Steve Watson comments “We are honored to collaborate with the Perlman Music Program again this year. This is truly a remarkable experience for our talented local students.” Thanks to an introduction from Içim and Mark Miller of Miller Environmental in 2012, the East End Arts School is delighted to be facilitating this project for the second year in a row with The Perlman Music Program, a special opportunity for youth string players of Long Island to collaborate with students from The Perlman Music Program’s Student Orchestra, of which this year is comprised of 40 outstanding international student musicians ages 12 through 18.

The Open Rehearsal for which the East End Arts Student Orchestra is preparing, is open to the public and will take place on Thursday, August 1, 5:30 PM at Southold High School, and will precede a performance of the Perlman Music Program’s Student Orchestra at 7:30 PM on the same evening at the same location.
